After twenty six years as Chief Executive Officer of Queensland's third largest local government, Logan City, Gary's transition to Consultancy brings with it a significant history of academic and professional achievement. The following CV illustrates the depth of knowledge and experience available to clients from this all-round executive.

Responsibilities Included:  

With Logan:

·       Strategic management of an organization of some 800 staff and a budget of over $250million with assets valued at $1. 9 billion.

·     Leadership of a diverse and multi-disciplined executive team overseeing a wide range of functions from infrastructure provision, urban planning, economic development and regulation to community services.

·      Principal adviser to the Council on maters of strategy development and operational effectiveness of service delivery.

·      Leadership of change management and continuous improvement.

·      Lead negotiator in major corporate issues and principal mediator in significant disputes.

·     Representative duties on various regional, inter-governmental, community and professional boards, agencies and working groups.

As Consultant:

      Mentor, adviser, facilitator and guide to a range of public and private sector organisations and individuals on matters of managerial and organisational performance.

 

Achievements:                   

                                            At Logan:

                                               * Major organisational reform to meet National Competition Policy requirements and establishment of commercialized business units.

                                                * Implementation of Performance Management Systems to motivate and reward excellence in the delivery of corporate outcomes by the Management Team.

* General Operational Review of all Council functions and programs to prioritise resourcing and confirm expectations as to outcomes.

* Revision of traditional Budget Formulation process to focus financial management more directly on the Corporate Plan.

* Initiation of a Long Term Financial Strategy to guide capital and operational budgets over a ten year horizon.

* Introduction of Customer Service Standards and performance indicators to all areas of Council operations.

* Development of major initiatives in Council’s International Relations Program including Trade Missions and Cultural Exchange Programs.

* Major Information Technology initiatives resulting in significant efficiency gains in business processes.

* Successful Enterprise Bargaining outcomes through six generations of Agreements, resulting in a stable and cooperative Industrial environment.

* Successful and strong partnerships with Government Agencies and businesses in support of City issues.

* Implementation of a major Leadership and Culture Change program toward a more humanistic workplace.

*Initiation of a major urban revitalisation project for the Springwood Town Centre.

As Consultant:

* Facilitated the activities of three Review Groups of Councils in the Queensland Size Shape and Sustainability program during 2006/07.

* Assisted several Local Transition Committees and their Interim CEOs prepare and project manage Transition Action Plans to address amalgamation issues during 2007/08.

*Assisted newly formed regional councils in the recruitment and selection of executive staff.

* Conducted comprehensive organisational reviews involving personnel, systems, processes, procedures, management structures and organisational cultures.
